Meeting at Coimbatore

AIBSNLEA TN Civil meeting of Regional level met at Coimbatore on 3.12.13 to discuss the issues pertaining to CBC civil wing executives’. The meeting was headed by Com. Sri.R.Vadivelu, President along with Com. Usmon Ali, DS, CBE SSA, Com.N.Murali, DS, Com.M.Rangasamy, ADS and Com M.Gunasekaran, Vice President, Executive member Com. S.Muthukumar. The entire civil comrade was present at the PGM office complex and the following problems were discussed:

1. Posting of casual labour in SE Civil office: Association will write letter to SE [C] CBE for posting of CL again.

2. Posting of Clerical Staff in SE Civil office: TN Civil zone will be addressed for posting of additional Clerical staff and insist to implement immediately that the transfer order from electrical office to Civil circle office already issued, and in mean time the existing staff shall be attached and instructed to assist SDEs.

3. Allowing SDE (P&A)to discharge his duties effectively: Association will take this issue with appropriate levels to ensure all admin matters/ file correspondence shall be routed through SDE (P&A), and insist the administration to take necessary action to the issues and in obedient actions reported by the SDE(P&A) by the subordinate staff.

4. Pension case of Sri.R.Vadivelu SDE (P&D): Association is thanking the good officers who cleared the points raised by SSA immediately and we will request the concerned authorities to get cleared for the postal side pending point for resubmission of pension papers to SSA as early as possible.

5. Posting of JTO to CBE: We will request the administration once again for the effective maintenance of large no. of SQ at CBE for suitable substitute to be posted immediately.

6. Personal Claims: We will request the administration to settle the claims without any loss to the executives at par with our civil offices in TN civil wing.

Anticipated IDA increase w.e.f. 01.01.2014

The Consumer Price Index (IW) for the month of October 2013 is 241, an increase of 3 points.

Upgraded pay scales w.e.f. 1.10.2000

AIBSNLEA is the only organisation, going on insisting to settle the demand of "Implementation of upgraded pay scales"

No other organisation has wrote a single word on this demand for the past 10 years !

Now they may come forward to take the credit - knowing that this demand is nearing settlement !!!

AIBSNLEA has continuously demanded to implement the upgraded pay scales to all w.e.f. 1.10.2000. The affected cadres are JE (C/E/Arch), AE (C/E/Arch) and JAOs. Recently, the case of JAOs has been settled and the pay scale of 9850-14850 has been granted to them w.e.f. 1.10.2000 and actual benefit has been given w.e.f. 31.8.2001 (On the date of modification of RR).

AIBSNLEA is now vigorously taking up the case with administration to extend the benefit of implementation of granting upgraded pay scale of 9850-14850 to JEs (Civil/Elect/Arch) w.e.f. 1.10.2000 (actual benefit from 1.12.2001 – the date of modification of RR) and granting upgraded pay scale of 11875-17275 to AEs (Civil/Elect/Arch) w.e.f. 1.10.2000 (actual benefit from 1.3.2002 – the date of modification of RR).

AIBSNLEA will achieve the demand early.

Dear Comrades, It is not a new thing in floating rumors at any critical time to fish in troubled waters.
When truth takes rest for a while, the rumours will complete one full round of journey so as to confuse the people.
Yes, it is not new..........
Our CHQ is pursuing the issue of Officiating JTOs from the beginning along with those affected comrades. The detailed letters and the number of meetings we had with the CO/ND on many occasions are reported then and there. At the time of final phase of settlement, many greedy start floating rumour that this is settled by them and fix dates for thanks giving day. We leave the issue and the truth prevailing over the issue to the JTOs concerned.
Moreover another rumor that the welfare of DR TTAs who are waiting for the LICE results in some Circles is not protected by us. This is a clear lie and the proof is available in the speech delivered by the SNATTA representative invited for our AIC, Nasik. He declared that there is no conflicting interest between the officiating JTOs and the DR TTAs waiting for the promotion to JTO through LICE.
Our CHQ and the GS are very particular and sensitive in dealing with the cases of both sections without affecting the future prospects of both the sections.
We request all comrades concerned to be aware of these rumours and be careful so that they should not be trapped to darkeness."

Our District Branch met SO in PCE Office on 12.6.2013.

i. Request transfers in the cadre of SDE (C).

At the time of issue of order under tenure transfers in the cadre of SDE(C), we have requested the administration to consider the request transfer of - 1. Com. T.Palani, SDE(C), Tiruvannamalai to Pondicherry, 2. Com. Sankaran Sathish, SDE(C), Virudhunagar to Madurai. The same has not been considered at that time and surprisingly, the administration has called for options from JTOs for "Look-On arrangements" for one vacancy at Pondicherry also. Even after issue of promotion order to 5 JTOs on 11.6.2013, the administration has given posting order without considering the request transfers in the cadre of SDE. We have seriously pointed out this injustice and requested to issue order for request transfer of both of the above officers in the existing vacancies in those stations.

ii. Tenure transfer in the cadre of SDE(C).

Com. L.Sekaran, SDE, Perambur has been given order for transfer to GM (L&B) section. As the officer concerned is retiring withing a period of 8 months, we request to cancel the above transfer order and requested to retain within CTD area or to allow him to retain his present post.

iii. Transfers and Postings on promotion.

Sri.S.Ganesan, JTO, Trichy has been posted to CSD, Vellore as SDE. Though the officer is senior, his request for posting at Pudukkottai has not been considered. As the other 4 JTOs have been given posting as per their choice, we request to consider his request for posting at Pudukkottai and also to order Sri. A.P.Nagarajan, JTO to look after the post of SDE(C), Vellore.

iv. Upgradation cases

As the 1st up-gradation due on 1.3.2006 is delayed even after our request during Oct.2012, we request the administration to speed up the process. S.O. has assured to complete the process within this month.

As we are unable to meet PCE on 12.6.2013, we request SO to kindly convey our feelings to PCE regarding transfer cases in SDE cadre. Our Association has decided to meet PCE by next week to settle the issues on transfers and we hope that the administration will do the needful.

Com. M.Nazir Basha, Com. R.Saravanan, Com. R.Gopalakrishnan, Com. R.Balachandran have been posted in the posts in which they were already holding charge as SDE on look-on arrangements. The senior most, out of these five officers, Sri. S.Ganesan, JTO, Tirchy has been transferred and posted as SDE (C), Vellore.

When Pudukkottai (nearer to Trichy) is vacant, it is not known why Com.S.Ganesan has been transferred to Vellore, for which one of the JTO at Vellore has opted for "Look-On arrangements"?.

When four officers are given posting order as per their willingness, why it is denied to a senior most officer?

Let the administration realize and extend the justice to the senior most officer. We hope that the long service put into will be honored.

"Com. N.Veerapandian, CS is always resolving the member's issues positively"

During the CEC meet at Cuddalore, Com. N.Veerapandian, Circle Secretary has raised so many issues to be settled by CGM. He has succeeded in getting the assurance from CGM on the stage itself with respect to some of the issues he raised. While appreciating the CGM for his fullest co-operation in allotting time to meet the association leaders, whenever sought for, Circle Secretary has pointed out some problems in the presence of CGM.

The National and State Highways are dismantling the telephone cables which are main and major asset of BSNL without giving prior notice and also no compensation is being paid by the concerned. The BSNL is loosing a huge amount towards this and Circle Administration is to take action at appropriate level to get the compensation. CGM, during his final address, has assured to react immediately.
As BSNL has been declared as an "Industry", the EB consumption is to be charged at industrial rate (Rs.6.50 per unit) against charging at commercial rate of Rs.8.00 per unit. CGM has declared to file a case in the Court of Law to get judgement in favor of BSNL.
In many SSAs, disciplinary cases are pending for more than 5 years and even 10 years in some cases. Circle Secretary has requested CGM to give instructions to the concerned SSAs to complete the proceedings within a stipulated time. CGM has surprised of hearing this and asked our CS to give the list of pending cases so as to give strict instructions in this regard.

Circle Secretary has rightly placed the issues and got settlement from CGM at CEC itself. We apprciate Com.N.Veerapandian for his intelligent approach in getting assurance from CGM. Also, we realy convey our sincere thanks to our CGM for taking decisions immediately at the spot itself to have smooth and cordial relationship between the administration and staff side.

If we expect from other Officers to follow our CGM, Tamilnadu in this regard, it will be a justified one ....... ! - We hope so ... !

Civil Wing issues in CEC

While the 2nd CEC at Cuddalore was notified, we requested our Circle Secretary, Com. N.Veerapandian to allot time with General Secretary to have a detailed discussion on various issues pertaining to Civil wing Executives to be settled at All India Level.

Com.N.Veerapandian, CS immediately informed our GS and allotted time between 09.45 to 11.00 AM on 8.2.2013 (2nd day of CEC). Due to his health problem, GS has not attended the CEC at Cuddalore, but sincerely asked our CS to prepare and to send him a detailed note on problems of Civil Executives.

We are really very happy on seeing such enormous interest shown by our GS and CS towards settlement of our problems and we want to convey our sincere thanks to both Circle and CHQ.

Com. N.Murali, Dist. Secretary has put forth various issues in the CEC meeting and sought early settlement at CHQ level.

Following are some of the issues focussed by our Dist. Secrertary in the CEC .

Granting of upgraded pay scale of 9850/- and 11875/- to JTO(C/E/A) and SDE(C/E/A) w.e.from 1.10.2000.
Restoring 1st and 2nd ACP to Executives of Civil/Elect/Arch upto 18.1.2007 (date of publication of new EPP Scheme).
Granting of 7500/- scale to all AE (C) from 1.1.1996 as done in Air India and CPWD (partly) - based on the recommendations of 5th CPC.
To ensure preparation of All India Eligibility list of JTOs (C) as per DOPT guidelines.
To expedite the process of granting promotion of JTO(C) to the cadre of SDE(C) (under Seniority cum Fitness quota).
To find out solutions to increase the promotional avenues of JTOs and SDEs.
Merger of Civil wing with Telecom Stream.
Filling up of backlog vacancies of SC/ST against unfilled vacancy arised due to declination of promotion by one executive.
To get the CGM's approval for up-gradation cases of other Civil Executives (sent to CGM office during Jan.2013).

We sincerely convey our thanks to PCE for nominating executives from all over TN. Howover, if the training on dbsoft-2012 is found more useful, we will request our PCE to arrange for another class. Training is - for "upgrading skills" and not - just to "show head counts" !

The basic concept of giving training to departmental officials is being defeated by administration due to wrong application of policy.

In the absence of any other software program like ACCO (ACCO 2012 is not even evaluated till date), our own man, Sri. J.Rambabu, SDE © has developed a new software taking into account the deficiencies found in the earlier software program in estimating, tendering, analyzing the market rate, etc.

Instead of giving training to Civil Executives covering all areas in Tamil Nadu, the circle administration has decided to conduct this training program name-sake. Only 27 executives of Chennai city (CTD and TN circle) are nominated for this training and it shows that the administration is not interested in training all our executives.

It is understood that the above decision was taken on the basis of CGM’s instructions on “curtailing TA/DA ” as we suspected.

Allotment of 25 seats to TN circle will lead to an expenditure of less than Rs. 15000/- which is very very negligible when compared to other expenditures made (like transfers and postings in the interest of service, etc.).

Some other departments are purchasing this type of software for a sizable amount, whereas our Circle is not ready to use the free software.

The Civil Executives are not trained frequently for updating their knowledge on new technology and the amount spent on training is almost nil. In these circumstances, giving training on “quantity surveying using dbsoft” to almost all executives is a genuine expectation and whether our own Civil Head is going to fulfill the expectation of his Engineers is the question.

We will meet our PCE and will try to get justice for the Executives of Civil Wing!

Since the CGM office is said to have given such instructions, we have addressed our Circle Secretary to take up the issue at CGM level.

Giving training only to those working in and around training centers will not have any meaning at all.

E2-E3 Upgradation : (piecemeal operation...?)

In case of E2-E3 upgradation, action has been taken by PCE Office for calling VC, but this is only for a few executives and not in respect of all those to whom E2-E3 became due on 1.3.2006. This has been pointed out by us and we hope VC will be called for all those to whom E2-E3 upgradation is due. Our demand is to issue upgradation order for all at the same time. If necessary, we will meet PCE and insist settlement accordingly.

AIEL-2005 of JTOs (C) - The Rule or Order is not to understand...?

Seniority is delinked from confirmation wef 4.1.1992 vide DOPT letter No..2001/5/90-Estt.D.

In AIEL-2005 of JTOs, those who have been confirmed after 4.1.1992 are placed in the list based on their date of confirmation.

JEs who have not been confirmed as on 4.1.1992 are to be given position in the seniority list based on their merit of results declared with date of entry as the date of notification of results - as per GOI orders.

No BSNL order can change the concept of Govt. Of India's instructions.

Let concerned officers think over and remove discrepancies in the seniority list.

CPWD AEs Pay Scale "7500-12000"

5th CPC has recommended the pay scale of 7500-12000 to 50% of AEs (Civil/Elect etc) of CPWD.

In All India Radio (now, Prasar Bharathi), this pay scale has been granted to all AEs.

CPWD, initially has started and identified 884 posts for giving
upgraded scale, but failed to implement.

In the case filed by Sri. C.M. Malhothra, Hon'ble CAT, Chandigarh branch has ordered grant of upgraded pay scale w.e.f. 1.1.1996 for 50% of AEs of CPWD.

Hon'ble Minister of State has announced on 19.4.1999 (Question No. 3068) that granting pay scale of 7500-12000 to all AEs of CPWD is under consideration.

Again on 16.12.2002 (Question No.2667), Hon'ble Minister of State has announced that granting single upgraded pay scale to all AEs in CPWD
is under consideration andfor the question -
whether the upgraded scale has been granted in case of AEs of DOT -
he has replied that pay scale of 7500-12000 has been granted for AEs of DOT w.e.f. 1.1.1996.
(We hope, we have worked in DOT during 1996!).

Whenever we asked DOT at par with Telecom JTOs/SDEs,
DOT said "Common Category and as per CPWD pay scales".

Our question is - Whether DOT will now honor its own words
"Common Category and as per CPWD pay scales" a
nd will extend the benefit of granting 7500-12000
to AEs of Civil/Elect/Arch wings.....?

SE (C) Post - Diversion

BSNL Corporate Office issued an order on 3rd October diverting the post of SE (P&A) of TN Civil Zone to Nagpur.

Though we are not against diversion for a certain period, we are very much particular about SE (P&A), which is a key post to TN Civil Zone.

We addressed General Secretary expressing our feelings and to ensure re-diversion on expiry of the stipulated period (i.e., on 31.3.2013) without further extension.

We have also requested restoration of the SE (C) post at Salem which presently at Chennai.

"Settled cases" are becoming "unsettled cases" !

We gave details on 8.10.2012 on how to fix pay on up-gradation under 1st ACP.

As suspected, most of the unit officers are not clear in pay fixation as per the orders of BSNL Letter No. ACP/AD(BW-II)/2007(pt) dated 12.10.2010.

The PCE has to intervene immediately by issuing necessary instructions to the field units regarding fixation of pay as on 1.3.2002.

We expect the issue to be settled by PCE within some days.

Second ACP (prior to 1.10.2004) - Case of Diploma holders

Initially, BSNL refused to grant 2nd ACP to Diploma JTOs/SDEs on completing 24 years of service.

After filing a Court case , the judgement was delivered to grant 2nd ACP also to diploma holders who were recruited prior to 6.8.1994 (date of issue of revised RR of EEs).

Accordingly, BSNL issued an order on 20.2.2004 to grant 2nd ACP to such cases.

Surprisingly, BSNL, in it's order dated 20.2.2004, restricted the grant of 2nd ACP only to those who completed 24 years of service as on 20.2.2004.

This date has atleast to be extended up to 30.9.2004 ( i.e, a day prior to introduction of new EPP - 1.10.2004).

Because of the introduction of this "magic date" of 20.2.2004, some of our comrades did not get 2nd ACP, though they have completed 24 years prior to 1.10.2004.

Pay Scale of JTO(C) was 5000-8000 in 5th CPC...but for com. M.B.Jayanthi...?

No one doubts that the pay scale of JTO(C) as on 1.1.1996 was 5000-8000.

But, the service records of Com. M.B.Jayanthi tells us that the scale is 4500-7000.

When she was in Salem SSA, her pay was not fixed w.r.t 5th CPC's recommendations in the scale of 5000-8000.

Our branch is addressing EE (C), CD-III, Chennai to set right the defects in the service records of the officer concerned. (Click here for a copy of the letter)

               The 12th All India BSNL Cultural Meet for the year 2012-13 held at Kannur (Kerala) from 5th to 7th September, 2012 identified our Civil Executive.

                   He is the winner of 3rd prize in the above cultural meet. He achieved this competing the other contestants came from 22 states.

On formation of our new Civil Division, the newly elected office bearers had a meeting with PCE today (29.9.2012).

The following have participated in the meeting along with District Secretary, Com. N.Murali.

The meeting was for introduction of newly elected officer-bearers. A discussion on survival of BSNL Civil wing also took place.

PCE has made an appeal to our Association to give fullest co-operation in taking 'External Works' and this will be discussed in detail in our next EC meeting.

Our branch has started its functioning in full swing and will definitely ensure up-gradation of our Civil Executives in all respect.

The SDEs with diploma are not getting promoted as EE because of the new RR.

Our CHQ has taken up the case with PGM (BW) on 18.09.2012, to include the diploma holders as done in CPWD. The position of degree holders in the seniority list already prepared is to be continued as such. The case is to be finalized by BSNL.

Regular Promotion from JTO (C) to SDE (C)

Our CHQ has taken up the case of regular promotion from JTO to SDE under seniority cum fitness quota with PGM (BW) on 18.09.2012 and insisted to speed up the formalities for issuing promotion orders.

The GS has already seriously complained about BW section for causing delay in this regard - Click here for letter to Dir-HR.

It is painful to note ...
                       "our own man in our stream is against the settlement of our case"
                                             Whether the BW section will realize this ...?

BSNL Employees hit strongly

Irrespective of unions ... associations ... cadres .... all the bsnl employees hit very strongly and raised their voice against non-absorption of ITSs on 18th September during lunch hour.

The struggle is not for any 'paise', but for the betterment of BSNL.

The BSNL is the asset of the nation and the people of India contributed from their pocket for the growth of DOT and BSNL. Many lakhs of workers shed their blood to improve telecom network in India.

All these should not be forgotten and the BSNL should not be pulled down for the benefit of some few well paid officers. Putting one leg in BSNL land and another leg in DOT land ..... What is this ... ?. Whether to run away at any time ?.

Let them come and fully join their hands with us .... No problem !

Otherwise, the struggle will continue until success !

Every hit is to save BSNL ! Let the DOT and BSNL realize and honor their commitments !.
Employees are worried about the future of their department...!
Employer is much worried about the future of some few officers...!!

The General Body meeting of Civil Division branch of AIBSNLEA was conducted by our Circle Branch under the chairmanship of Com.Sivakumar, Circle President on 8.9.2012 at Chennai.

Com. N.Veerapandian, Circle Secretary welcomed all and Com. R.Vadivelu, Convenor, detailed the action taken to form the new branch of AIBSNLEA in Tamilnadu Civil Zone.

A new body was then elected with Com. R.Vadivelu, SDE (C) as President, Com. N.Murali, JTO(C) as Secretary and Com. K.Balakrishnan, SDE(C) as Treasurer.
