Revision of MTRR-2009
"Hon'ble PB, CAT, Delhi delivered final judgement wherein Hon'ble PB CAT directed that the ongoing MT recruitment process should be completed as per the interim direction given by the Hon'ble CAT Ernakulam (i.e.) without age and qualification restriction as per the prayer filed by AIBSNLEA.
This is a great victory for the stand taken by this Association, that the restriction of age and qualification in MT RR is discriminatory and the same is now vindicated by this judgement".

Pay fixation at 78.2% IDA - GS met CMD
General Secretary met CMD on 12.2.2013 and insisted to send reply to DOT early. CMD assured in this regard.

Time Bound Promotion of Executives - Guidelines
Circle Secretary, Com. N.Veerapandian, has pointed out before CGM in CEC meeting at Cuddalore that there is delay in granting approval for Time Bound Promotion of Executives due to various reasons (Remember the delay in approval of TBP in case of Civil Executives) and CS has insisted to avoid such delay.

Transfer of Assets from DOT to BSNL
Corporate Office issued instructions to all Circles to take action as per legal opinion given by BSNL Legal Council, Tirvandrum regarding transfer of assets from DOT to BSNL. All Circles are asked to approach State Government concerned to mutate / transfer of land from in the name of BSNL in one go. Opinion of Legal Council is also enclosed along with instructions.

DOT and BSNL have jointly making unnecessary correspondences to prolong the settlement and it is our duty to put an end to the attitude of the administration.

"Com. N.Veerapandian, CS is always resolving the member's issues positively"
During the CEC meet at Cuddalore, Com. N.Veerapandian, Circle Secretary has raised so many issues to be settled by CGM. He has succeeded in getting the assurance from CGM on the stage itself with respect to some of the issues he raised. While appreciating the CGM for his fullest co-operation in allotting time to meet the association leaders, whenever sought for, Circle Secretary has pointed out some problems in the presence of CGM.
If we expect from other Officers to follow our CGM, Tamilnadu in this regard, it will be a justified one ....... ! - We hope so ... !
- The National and State Highways are dismantling the telephone cables which are main and major asset of BSNL without giving prior notice and also no compensation is being paid by the concerned. The BSNL is loosing a huge amount towards this and Circle Administration is to take action at appropriate level to get the compensation. CGM, during his final address, has assured to react immediately.
- As BSNL has been declared as an "Industry", the EB consumption is to be charged at industrial rate (Rs.6.50 per unit) against charging at commercial rate of Rs.8.00 per unit. CGM has declared to file a case in the Court of Law to get judgement in favor of BSNL.
- In many SSAs, disciplinary cases are pending for more than 5 years and even 10 years in some cases. Circle Secretary has requested CGM to give instructions to the concerned SSAs to complete the proceedings within a stipulated time. CGM has surprised of hearing this and asked our CS to give the list of pending cases so as to give strict instructions in this regard.
If we expect from other Officers to follow our CGM, Tamilnadu in this regard, it will be a justified one ....... ! - We hope so ... !

Civil Wing issues in CEC
While the 2nd CEC at Cuddalore was notified, we requested our Circle Secretary, Com. N.Veerapandian to allot time with General Secretary to have a detailed discussion on various issues pertaining to Civil wing Executives to be settled at All India Level.
Com.N.Veerapandian, CS immediately informed our GS and allotted time between 09.45 to 11.00 AM on 8.2.2013 (2nd day of CEC). Due to his health problem, GS has not attended the CEC at Cuddalore, but sincerely asked our CS to prepare and to send him a detailed note on problems of Civil Executives.
We are really very happy on seeing such enormous interest shown by our GS and CS towards settlement of our problems and we want to convey our sincere thanks to both Circle and CHQ.
Com. N.Murali, Dist. Secretary has put forth various issues in the CEC meeting and sought early settlement at CHQ level.
Following are some of the issues focussed by our Dist. Secrertary in the CEC .

- Granting of upgraded pay scale of 9850/- and 11875/- to JTO(C/E/A) and SDE(C/E/A) w.e.from 1.10.2000.
- Restoring 1st and 2nd ACP to Executives of Civil/Elect/Arch upto 18.1.2007 (date of publication of new EPP Scheme).
- Granting of 7500/- scale to all AE (C) from 1.1.1996 as done in Air India and CPWD (partly) - based on the recommendations of 5th CPC.
- To ensure preparation of All India Eligibility list of JTOs (C) as per DOPT guidelines.
- To expedite the process of granting promotion of JTO(C) to the cadre of SDE(C) (under Seniority cum Fitness quota).
- To find out solutions to increase the promotional avenues of JTOs and SDEs.
- Merger of Civil wing with Telecom Stream.
- Filling up of backlog vacancies of SC/ST against unfilled vacancy arised due to declination of promotion by one executive.
- To get the CGM's approval for up-gradation cases of other Civil Executives (sent to CGM office during Jan.2013).

Donation to Circle
Our Circle branch has requested to donate a minimum of Rs.5000/- per branch to meet out the huge expenditure in conducting 2nd CEC. We requested our members to donate Rs.100/- each and they respond to our call. We were able to give Rs.5000/- to Circle branch at Cuddalore.
Apart from the above donation, Circle branch welcomed donations from those who have got arrears on settling ACP and up-gradation cases in civil wing and settling the case of grant of 5 increments to JAOs. Since the Circle branch is in financial crisis, many members have responded immediately.
Com. R.Vadivelu, President of our civil division branch came forward to donate Rs. 5000/- at first instant as per our request and some other members have also followed suit. A total of Rs. 25000/- was handed over to Circle branch towards donation. While thanking our President and other members who have donated Rs.5000/- each, we request others also (who have got arrears of pay considerably) to make donation to Circle and District branches to meet out the expenditures in connection with organizational functioning.
We know very well that when we insist our Circle Secretary to settle our problems, it is also our bounden duty to share the difficulties of our Circle branch.
Circle Secretary conveyed his appreciation to the members who have rightly reacted at the right time.

Well done Cuddalore Comrades
The second CEC was successfully conducted by Cuddalore SSA branch. The arrangements made including accommodation, food etc, by Cuddalore comrades were so excellent and appreciable. No hurdles were met out by Circle branch in conducting the EC for which the full credits goes to Com. Venkatesan and other comrades of Cuddalore AIBSNLEA.

On 7th, discussions on cadre problems and also on strengthening of organization at all SSAs took place.
on 8th, discussions continued and at about 1000 hrs, Seminar on "New challenges and survival of BSNL" was conducted and Com. V.K.Paramasivam, Advisor, CHQ initiated the discussion on the subject. Com. P.Venugopal, President, CHQ and Com. N.Veerapandian, CS, in their keynote addresses discussed the issue related to seminar. From Official side, Sri. Md. Ashraf Khan, CGM, Sri. Marshal Antony Leo, GM, CDL and DGM, CDL have participated and addressed the open session.
Due to illness, GS was not able to attend the CEC and conveyed his greetings to TN EC meeting. In the absence of GS, All India President, Com. P.Venugopal gave a detailed noting on various issues.

Up-gradation under EPP to Civil Executives - Orders Received
The first list sent to CGM for E5/E6 up-gradation has not been released by CGM office, raising some queries on administrative procedures followed in preparation of annexures. Com. N.Veerapandian, Circle Secretary, Com. Sivakumar, Circle President, Com. Ravi, Circle Finance Secretary and Com. N.Murali, District Secretary - all have met concerned Officers of CGM office many times and succeeded in getting approval of CGM. Though, it is late, we are able to get the orders.
We convey our sincere thanks to our Circle Secretary, President and FS.
Also, we are trying to get the approval for up-gradation of Civil Executives subsequently forwarded by PCE office.

'No restriction on age and qualification for internal candidates'
Hon'ble PBCAT New Delhi declared that the restriction on age and qualification for internal candidates in the MT RR is arbitrary and discriminatory and directed the BSNL Management to revise the MTRR accordingly.

Training on "dbsoft software" is successfully completed
Everybody knows that our Association has taken a right stand to accommodate executives from all over Tamilnadu for the above training. Though it is not evenly distributed (may be due to shortage of time), PCE has nominated persons from outstations which has given more credit to the administration.
The training has been conducted on 11th and 12th by Sri. J.Rambabu in the presence of an Officer from ALTTC. CE, CTD has inaugurated and PCE has addressed the closing ceremony.
It is learnt that everyone who has attended the training was fully satisfied and appreciated the new software program evaluated by one of our Civil Executive.
"One man can not spoil the department, but he can prove himself as an asset to the department" - Sri. J.Rambabu deserves it and we thank him whole heartedly.
We also, once again convey our thanks to PCE and we hope this training will be extended to some more executives at Chennai shortly.

PCE/CE have nominated a total of 48 Civil Executives (as of 5th Dec) for the above course, covering divisions located outside Chennai. We sincerely convey our thanks to PCE for nominating executives from all over TN. Howover, if the training on dbsoft-2012 is found more useful, we will request our PCE to arrange for another class. Sri. Rambabu has also agreed to conduct one more training class. Our Circle Secretary is also of the same opinion to have one more class for training almost all civil persons.

78.2% IDA merger
"The benefit of merger of 50% DA with Basic Pay w.e.f. 01.01.2007 effectively amounting to 78.2%, would be allowed for the purpose of fitment and pay fixation in the revised pay scales (para 2(i) of DPE O.M. dated 26.11.2008)".

Training is - for "upgrading skills" and not - just to "show head counts" !
The basic concept of giving training to departmental officials is being defeated by administration due to wrong application of policy.
In the absence of any other software program like ACCO (ACCO 2012 is not even evaluated till date), our own man, Sri. J.Rambabu, SDE © has developed a new software taking into account the deficiencies found in the earlier software program in estimating, tendering, analyzing the market rate, etc.
Instead of giving training to Civil Executives covering all areas in Tamil Nadu, the circle administration has decided to conduct this training program name-sake. Only 27 executives of Chennai city (CTD and TN circle) are nominated for this training and it shows that the administration is not interested in training all our executives.
It is understood that the above decision was taken on the basis of CGM’s instructions on “curtailing TA/DA ” as we suspected.
Allotment of 25 seats to TN circle will lead to an expenditure of less than Rs. 15000/- which is very very negligible when compared to other expenditures made (like transfers and postings in the interest of service, etc.).
Some other departments are purchasing this type of software for a sizable amount, whereas our Circle is not ready to use the free software.
The Civil Executives are not trained frequently for updating their knowledge on new technology and the amount spent on training is almost nil. In these circumstances, giving training on “quantity surveying using dbsoft” to almost all executives is a genuine expectation and whether our own Civil Head is going to fulfill the expectation of his Engineers is the question.
We will meet our PCE and will try to get justice for the Executives of Civil Wing!
Since the CGM office is said to have given such instructions, we have addressed our Circle Secretary to take up the issue at CGM level.
Giving training only to those working in and around training centers will not have any meaning at all.

Training on quantity surveying using dbsoft
ALTTC has announced the training program and allotted 10 seats to CTD and 25 seats to TN circle. As we feel this program will help in preparation of DEs in a better way, we have pursued with administration demanding at least 3 seats per divisions so as to cover entire tamilnadu civil executives. We are of the opinion that one SDE and two JTOs in a division may be sent for this training.
We have insisted the administration to nominate executives all over from TN as we suggested above and policy of "curtailing TA/DA" is not to be adopted in this training.

Civil Wing has no work... But, BSNL works are for Private Agencies !
Everyone knows that Phase-VII project is in progress. A total of 500 towers are to be erected, out of which, 50% of towers are given to IP, 25% of towers are given to Vendors and remaining 25% of towers are given to BSNL Civil wing.
Having nearly 200 Civil Engineers in TN Circle, why BSNL is giving the tower works to Vendors – it is a big question.
BSNL Civil Wing has already proved and established that it is better in doing tower works than private agencies. Our own Civil Engineers have completed all project within the time frame and also ensured quality of work. Turn key GSM tower works and most of USO tower works all over the country in extreme terrains have been completed by Civil Wing Engineers.
The private agencies have failed in all aspects, i.e, timely completion of projects, quality, etc., when compared to Civil Wing Executives and also some towers are incomplete which made the balance works entrusted to and completed by Civil Wing.
Private agencies are not following the standards and specifications and they are getting the work done by unqualified local people. Every one of our higher officer knows that quality of work of private agencies is far below the required standards when compared to the works completed by Civil Wing Engineers. Now all the defective works are being entrusted and attended by Civil Wing only.
So far all the works done by private agencies for BSNL towers were without supervision of qualified Civil Engineers and even BSNL Civil Engineers are not allowed to supervise the tower works done by private agencies. (Civil wing is to follow CPWD Specifications and private agencies are allowed to follow local mason's specifications!)

Syllabus requires modification
It is learnt that about 70% of syllabus for Part-II paper of E5-E6 (Civil) contains Telecom Technical Stream portion and Civil Executives find it very difficult to attend the examination. We are addressing the CHQ to take n/a to modify questions.

If results are declared in a recruitment, "Reserve Panel" is to be maintained and vacancies caused due to non-joining (etc) are to be filled from reserve panel.

CPWD AEs Pay Scale "7500-12000"
5th CPC has recommended the pay scale of 7500-12000 to 50% of AEs (Civil/Elect etc) of CPWD.
In All India Radio (now, Prasar Bharathi), this pay scale has been granted to all AEs.
CPWD, initially has started and identified 884 posts for giving
upgraded scale, but failed to implement.

In the case filed by Sri. C.M. Malhothra, Hon'ble CAT, Chandigarh branch has ordered grant of upgraded pay scale w.e.f. 1.1.1996 for 50% of AEs of CPWD.
Hon'ble Minister of State has announced on 19.4.1999 (Question No. 3068) that granting pay scale of 7500-12000 to all AEs of CPWD is under consideration.
Again on 16.12.2002 (Question No.2667), Hon'ble Minister of State has announced that granting single upgraded pay scale to all AEs in CPWD

We addressed General Secretary expressing our feelings and to ensure re-diversion on expiry of the stipulated period (i.e., on 31.3.2013) without further extension.
We have also requested restoration of the SE (C) post at Salem which presently at Chennai.

We gave details on 8.10.2012 on how to fix pay on up-gradation under 1st ACP.
As suspected, most of the unit officers are not clear in pay fixation as per the orders of BSNL Letter No. ACP/AD(BW-II)/2007(pt) dated 12.10.2010.
The PCE has to intervene immediately by issuing necessary instructions to the field units regarding fixation of pay as on 1.3.2002.
We expect the issue to be settled by PCE within some days.

Second ACP (prior to 1.10.2004) - Case of Diploma holders
Initially, BSNL refused to grant 2nd ACP to Diploma JTOs/SDEs on completing 24 years of service.
After filing a Court case , the judgement was delivered to grant 2nd ACP also to diploma holders who were recruited prior to 6.8.1994 (date of issue of revised RR of EEs).
Accordingly, BSNL issued an order on 20.2.2004 to grant 2nd ACP to such cases.
Surprisingly, BSNL, in it's order dated 20.2.2004, restricted the grant of 2nd ACP only to those who completed 24 years of service as on 20.2.2004.
This date has atleast to be extended up to 30.9.2004 ( i.e, a day prior to introduction of new EPP - 1.10.2004).
Because of the introduction of this "magic date" of 20.2.2004, some of our comrades did not get 2nd ACP, though they have completed 24 years prior to 1.10.2004.

- The pay is to be fixed from the pay scale of 5000-8000 to the pay
scale of 6500-200-10500 on the date of promotion and then in the
pay scale of 9850-250-14600 (1st IDA) w.e.f. 1.10.2000 - on point to
point basis.
(ii). For those who got 1st ACP between 1.10.2000 to 28.2.2002
- In the pay scale of 9850-250-14600 (1st IDA Scale)
(for both i and ii above)
and then the pay is to be fixed in the pay scale of 11875-300-17275 w.e.f. 1.3.2002 with DNI on 1.3.2003 and again has to be re-fixed in the 2nd IDA scale of 20600-46500 on 1.1.2007 with DNI on their normal date of increment.

SC/ST Backlog Vacancy - Case of Com. R.Ramakrishnan
A case was given by Com. R.Ramakrishnan, JTO(C), Trichy to include his name in the list of successful candidate in the exam conducted during 2011 (to fill up backlog vacancy) for promotion to the post of SDE (C), on declining of one successful candidate.
Being the 26th rank holder (vacancy : 25 in SC category), Com. R.Ramakrishnan made this claim. Our branch has forwarded the case to CHQ through our Circle Branch.

Pay Scale of JTO(C) was 5000-8000 in 5th CPC...but for com. M.B.Jayanthi...?
No one doubts that the pay scale of JTO(C) as on 1.1.1996 was 5000-8000.
But, the service records of Com. M.B.Jayanthi tells us that the scale is 4500-7000.
When she was in Salem SSA, her pay was not fixed w.r.t 5th CPC's recommendations in the scale of 5000-8000.

Not only in Construction field, but also in musical field...... who is he?
It is not so easy to anyone to establish himself as a best musician. But one of our comrade proved it in an All India Competition.
The 12th All India BSNL Cultural Meet for the year 2012-13 held at Kannur (Kerala) from 5th to 7th September, 2012 identified our Civil Executive.
He is the winner of 3rd prize in the above cultural meet. He achieved this competing the other contestants came from 22 states.
Our comrade participated in the event - "Mridhangam"

On formation of our new Civil Division, the newly elected office bearers had a meeting with PCE today (29.9.2012).
The following have participated in the meeting along with District Secretary, Com. N.Murali.
Com. R.Vadivelu, President, Com. S.Elangovan and G.Shivakumar, Vice-Presidents, Com. P.Devarajan, N.Praveen and M.Rangasamy, Asst. Secretaries, Com. K.Balakrishnan, Finance Secretary, Com. S.Ramamoorthy, and Com. T.Palanisamy, Org. Secretaries, Com. M.U.Kumar and Com.P.Nedumaran.
The meeting was for introduction of newly elected officer-bearers. A discussion on survival of BSNL Civil wing also took place.

Grant of next upgradation ... Letter to PCE

Modification in RR of EE
The SDEs with diploma are not getting promoted as EE because of the new RR.
Our CHQ has taken up the case with PGM (BW) on 18.09.2012, to include the diploma holders as done in CPWD. The position of degree holders in the seniority list already prepared is to be continued as such. The case is to be finalized by BSNL.

Regular Promotion from JTO (C) to SDE (C)
Our CHQ has taken up the case of regular promotion from JTO to SDE under seniority cum fitness quota with PGM (BW) on 18.09.2012 and insisted to speed up the formalities for issuing promotion orders.

Irrespective of unions ... associations ... cadres .... all the bsnl employees hit very strongly and raised their voice against non-absorption of ITSs on 18th September during lunch hour.
The struggle is not for any 'paise', but for the betterment of BSNL.
The BSNL is the asset of the nation and the people of India contributed from their pocket for the growth of DOT and BSNL. Many lakhs of workers shed their blood to improve telecom network in India.
All these should not be forgotten and the BSNL should not be pulled down for the benefit of some few well paid officers. Putting one leg in BSNL land and another leg in DOT land ..... What is this ... ?. Whether to run away at any time ?.
Let them come and fully join their hands with us .... No problem !
Otherwise, the struggle will continue until success !
Every hit is to save BSNL ! Let the DOT and BSNL realize and honor their commitments !.
